- The PGP interest to sponsor form has been closed since 2020.
- During the window in which the ITSF was open potential sponsors were supposed to honestly declare their eligibility. Unfortunately, IRCC did not verify income at time of interest submission.
- This has allowed a loophole to be created in which profiles that were not eligible at the time, remain in the pool (however, they may have since become eligible).
- This also caused the original pool of interested sponsors to be unnecessarily bloated.
- This is unfair to potential sponsors that were honest in 2020, and did not submit their interest (IRCC released 2 statements in 2020 which they said the pool would re-open in 2021).
- The previous Minister of Immigration through e-petition (e-4180) confirmed that IRCC assesses the income of a sponsor when an application is officially submitted.
- Therefore, the freezing of the current Interest To Sponsor Form is potentially rewarding dishonesty, while sideling honest citizens and residents.

- It’s also noted that in 2023, IRCC invited 24,200 candidates from the current pool, with a view to receiving 15,000 complete applications.
- This indicates that IRCC believes that nearly 40% of the current pool would not be interested, or eligible to sponsor their parents in the previous intake.
- Now in 2024, IRCC will accept 20,500 complete applications out of a potential 35,700. This means IRCC believe over 43% of the pool is illegible.
I am struggling to understand why IRCC will not open a new interest to sponsor form so that people have become eligible since 2020 have a fair chance of sponsoring their parents.
