The Parents and Grandparents Program (PGP) interest to sponsor form has remained closed since 2020.
When the form was open, potential sponsors were expected to honestly declare their eligibility. However, IRCC did not verify income at the time of submission, creating a loophole: many individuals who were ineligible in 2020 submitted entries and remain in the pool. Some of these individuals may now meet the income requirement, but their inclusion has caused the pool to become unnecessarily inflated.
This has been unfair to those who were honest in 2020 and refrained from submitting, based on IRCC’s own statements suggesting the pool would reopen in 2021. Instead, the same outdated pool has been used for five consecutive years.
Through e-petition e-4180, the former Minister of Immigration confirmed that income is only assessed at the application stage, not when expressing interest. This effectively rewards dishonesty and sidelines citizens and permanent residents who have become eligible since 2020.
There is also clear evidence that a large portion of the pool is no longer valid:
- In 2023, IRCC invited 24,200 individuals to receive 15,000 applications (38% drop-off)
- In 2024, 35,700 invites for 20,500 applications (43% drop-off)
- In 2025, 17,860 invites for 10,000 applications (45% drop-off)
These figures indicate that nearly half of the current pool is either disinterested or ineligible. Yet IRCC continues to reuse it, denying newer, eligible Canadians the opportunity to apply.
I urge you to contact IRCC and request an explanation as to why a new interest to sponsor form has not been opened, and when eligible Canadians can expect a fair and transparent intake process.
